For limited locations. If it is a limited location you can only play one each phase from your hand. If you play a the location to you claim its gold or kneel as soon as it hits the table or next marshalling phase? Also if I use one from my hand during marhsalling can I still trigger one already in play for its effect? Last thing is about siege of winterfell agenda. Can you still claim power for dominance and undefended attacks or just the military attacks. I took the card as meaning you can't gain power from power challanges but if you could do an undefended attack for power you would still 1 power for undefended bonus but not take one from opponents house card. So this is not "claiming" power by game definitions (even though you are "settling claim" for a power challenge).
