Anyone can give me an idea why she is there and in which deck type she might be usefull?
Val on restricted list
She's there due to the combo with The Laughing Storm. She's good in a lot of decks, but mostly ones that run lots of cheap characters. Look at Clownboat
She would be an auto-include into every deck. Imagine if neutral a location read "reveal the top 3 cards of your deck. Put into play all zero costed characters and locations." That seems playable, considering most decks I've seen run between 6 and 12 zero cost things.
Only Val is much better. The above is her ability at the bare minimum. If you save up gold and haven't gotten into play the character that makes your deck go? Take some pulls off of Val!
It will work perfectly in Targ deck when there is always problem with draw I think.

With a little errata: change "Otherwise, discard it" to "Otherwise, put the card on top of discard pile" she doesn't have combo with TLS.

Are you proposing that or are you saying that is how Val is printed in the reprint of DotN?
It would certainly be a work around by playing with the text.
