Rule question about routed units alone in empty or friendly area

My question is if I retreat units into an empty or friendly area:

1. If they are the only units there, and they are attacked again, do they get instant killed.

2. Or do you have to count combat strengh ( in this case 0 ), call for support and play a House card.

1. routed units may use house cards.

2. routed units may recieve support.

I would say routed units having a value of 0 and being unable to retreat are penalties enough, so that to not allow them to be supported or to be able to use a house cards if attacked is excessive.

the only example is on pg. 21 of the rule book referencing attacks on routed units.
