Just a simple question.

Can Meera evade Valar if I play Search and detain to another Stark character activating his response?

No, you can't do that. Assuming Search and Detain resolves first, one of your Stark characters will become Moribund:hand and will give you the opportunity to trigger Meera's response to go back to shadows. However, all "when revealed" effects must be resolved before passives and responses are triggered. Because of that, Meera will become Moribund:dead_pile during Valar's resolution. Then, at the time you can trigger Meera's response, you cannot return her to shadows because she's already Moribund.

No. The timing is as follows;

Search and Detain player wins initiative, decides to be the first player.
As first player, he resolves conflicting effects (and so decides whether search and detain or Valar Morghullis, both of which are "when revealed", goes first).
He chooses Search and Detain, and bounces a stark character (framework action initiates, save/cancel responses, resolves)
Valar resolves. (Next framework action, initiates, save/cancel responses, resolves).

All framework actions complete, we can now move on to "Step 4" (responses). This is where Meera's ability would trigger, but she's already moribund:dead (as she was killed by valar and not saved), so her ability, which would remove her from the moribund state, cannot be triggered.
