Here is the question:

Can you use a Marshalling effect on a card during the Marshalling phase you played it in? I.E. I play the Godswood and then kneel the same card to lower the cost of the next card I play?

Yes. There is no "summoning sickness" in this game; unless specifically specified otherwise (or if it was knelt before you could use it), you can use a card on the turn you play it.

This is why Godswood, Fiefdoms and free gold producers are Limited: otherwise, you would be able to play them one after the other on the same turn and have a whole lot of gold and reduction on the next turns.
