Multiple Dragon Fears

Ok, here's another fun situation where we're not sure what to do.

My wife is playing Martell and I am playing Targaryen. On turn 1, I play Dragon Fear on one of her characters but cannot make a military challenge and have no dragons in play. On turn 2, I play a second Dragon Fear on a different character and manage to get a Dragon into play and win a military challenge. We're not sure how we should resolve the Dragon Fears. Should we:

A.) Since my claim value is one, she should only kill one character and kills the character that received the first Dragon Fear.

B.) Since my claim value is one, she can pick and choose which of the two characters should be killed to satisfy the claim.

C.) Even though my claim value is one, she must kill both characters with the Dragon Fears attached to sastify the claim.

This is a tricky one! I think that in general, if 2 passive effects conflict, the First Player chooses the order in which they resolve, although this is slightly different in some respects. I'd rule that that the First Player chooses which character must be chosen for claim.

I'd be interested in some other input on this.

Essentially, since targets are chosen sequentially, the player losing the military challenge picks one to satisfy claim, and doesn't need to pick another (because of the "if able" in the card text).

Radiskull - The reason the first player doesn't choose in this scenario is because the two attachments are not passive effects and do not actually conflict (because of the "if able" wording).

Ok same premise, different angle. Maybe not strictly tangential.. but I was more concerned about whether the two effects would conflict and prevent each other from acting, as the wording left no doubt in my mind that you wouldn't kill 2 characters for 1 claim.

We love this game, but because we're so new and our play group is new and small, I'm stuck trying to answer most of the questions since I'm the one who got everyone started in it.

That being the case, my wife was getting excited if both Dragon Fears went off at the same. She has been power tripping on this Dragon deck of hers which has become the bane of our group. The only, ironically enough, that tends to give a decent fight is my Direwolf deck.
