Question about Outwit Plot card

Hi, I've got a question about the plot card Outwit.

It's ability is a Response, which cancels the "when revealed" effects of a revealed plot card.

Does that mean I have to be the first player to cancel, say, Valar Morghulis? Or can I simply kneel a Learned character to cancel it before it takes effect, even outside my turn?

Thanks. In other words, Outwit can be a life-saver when you expect the enemy to play Valar and reset the board (ruining your day in the progress).

Yes. It is pretty much designed to stop reset plots.
