Bay of Ice vs Kingdom of Shadows

Bay of Ice reads:

After a player wins initiative, that player kneels all copies of Bay of Ice, then draws a card.

So kneeling the copies is an effect, which means any player can do it. The end result is that, regardless of who controls each copy of Bay of Ice, the player who wins initiative kneels them all and draws a card (unless one or more were already knelt or were prevented from kneeling).

On the other hand, Kingdom of Shadows reads:

After a player wins an INT challenge, that player kneels all copies of Kingdom of Shadows to choose and stand a card with the SHADOW crest.

So kneeling the copies is a cost, which means only the controller of each copy of Kingdom of Shadows may kneel it (since you can pay costs only with cards you control). The end result is that only a player who controls all copies of Kingdom of Shadows can kneel them all to pay the cost. Once multiple players control a copy of it, no one can get to choose and stand a card with the SHADOW crest and a player who doesn't control a copy will never get to stand a card with the SHADOW crest.

Is this what was intended? Or should Kingdom of Shadows be worded like Bay of Ice?

Consider the fact that all cards talk to the player who controls them, unless specified otherwise. Essentially, a triggered ability is prefaced with "the controlling player may", a passive ability with "the controlling player must". However, in the case of Kingdom of Shadows, the card's condition reads "After a player wins an INT challenge", and the cost reads "that player kneels". Thus it is implicitly talking to all players. Since it is a passive - and passive effects must resolve once the condition has been fulfilled - the paying of the cost is a necessity which, I suspect, trumps the rule that you can only pay for costs with cards you control.

I believe this could be the only case where such a conflict of rules occurs. I don't think there are any other passive abilities which have a cost on them, simply because passive abilities must resolve when the condition is met, whereas costs place inherent restrictions on the resolution of an effect.

Yes you can. If you had to choose a kneeling card, it would read "... choose and stand a kneeling card with the SHADOW crest." If there was a then effect, it would not resolve because the card was not stood successfully.
