You have to use a manouver to stand up, that is written somewhere on a card that knocks people prone I believe.
Otherwise I guess it's up to the GM but I generally go with:
Attacking someone who is prone gives you a few fortune dice.
It might restrict the use of some active defences.
Fighting while prone will give you a few misfortune dice.
Lastly, you cannot spend manouvers to move range increments untill you have spent the one needed to stand up.
The more I look, "Prone" is a serious oversight in the rules and I'll have to house rule it. Looks then that I'll also then have to add a section on crawling and movement rates (as this is also not covered)
I wonder if the d20-ism of "free attack on the person attempting to stand up" would be out of order. Thoughts?
Since it appears so often as a "condition", it warrants having a consistent rule imo.

There are references in a few places to a person in a position of advantage over another (height, from a mount) gaining 2 Fortune dice on a melee attack. I think a person standing over a prone person would get such an advantage. I wouldn't give this bonus to a ranged attack, in fact a person defending against a Ranged attack could even get some benefit by going prone.
I would also remove an ability to Dodge, but Parry and Block still seems imaginable.

Here are the effects I'm proposing for PRONE condition:
* Ranged attackers gain 1 black against you
If in Engagement with enemy:

Lose free maneuver
* Gain "Staggered" condition (Stance options are one closer to neutral, add one additional recharge to active defenses)
* Gain "Demoralized" condition (one black to all skill checks)

Adding 1 black to Ranged attackers seems appropriate.
I'm not sure if you want to use the canon Staggered and Demoralized conditions. While they may have the effects you want, the titles could be confusing to players. A.i. you are using Staggered I assume since you wish to add extra recharge to active defenses, not because prone people have been struck by some force making them, "staggered". You are using Demoralized since people lying on the ground are hampered performing most skills, not because they suddenly have lost the will to do them. Leave the titles out of it, apply the effects you want. Just add, "Prone" to your list of Conditions.
As for adding 1 black to all skills, I might limit what skills are effected. It might be difficult and unplayable to have a long list of which are effected, but some skills just shouldn't gain a black for being prone: GM - "A guard rounds the corner into the garden". Player - "I fall prone in the weeds and hide". GM - "Ok roll a Stealth check, but since you are Prone add 1 black." Player - "So it would have been better if I tried to hide by just standing in the garden in the open?"
Agreed on dropping the condition names.
Probably just do physical skills.
Here's what I settled on:
Prone: NEW: Gain +1 defense to ranged attacks. If engaged: Suffer one black to all physical skill checks, add one recharge to all active defenses, and lose your free maneuver.

I have some very simple but effective rules for prone my house rules (see my signature).
I play simply -
+1 misfortune vs ranged
+1 fortune to melee attacks targeting them
1 maneuver to stand up
Cannot use any active defense (dodge/parry/block/etc)
Cannot use an attack action card (some exceptions allowed if explained)
