Power armor weight

Does the weight of power armor count towards your carrying limit?

It has said it doesn't in some previous systems but my current GM seems convinced that because it doesn't say so in black crusade you need to be able to carry it to wear it.

That's what I'd call "completely missing the point". The idea behind PA is that its weight doesn't matter because it essentially carries itself (and enhances your strength to boot).

Consider: A normal human has a S and T bonus of three - but let's be generous and say one of them is 4. Adding PA's +20 strength to that gives us a sum of 9, for a carrying capacity of 67 kg. 60 kg is taken up by the Power Armour. A boltgun weighs 7 kg. Pity he can't carry any ammunition for it...

I asked "Does power armor add to your encumbrance when you are wearing it?"

Got back "No, unless it becomes unpowered. Then it most certainly does."

Cifer has the right of it. The Power armour is self-powerd, capable of bearing it's on weight. Also, should one manage to create some form of controll system, once could actually make the armour move without anyone being in it.
