Can she just set her Lore to 2 and spend 2 first turns in autofailed attempts to read it for purpose of solving her personal story?

"Reading" means "passing the Lore (or whatever) check." So, no. This should be evidenced from just how powerful her story is when passed.
If you fail the check on a book, you haven't really understood it, so you haven't truly read it. Or at least, teased out the key point.

We've actually talked about this topic before and came to this consensus, so I don't think you'll find someone who doesn't agree with the above conclusion.

What I meant was: the forums actually pondered this before. We quickly realized how ridiculous she'd be if she could pretend to flip through her book and suddenly get supercharged.
Next you have to think about the Book of the Believer , which gives a better reward for passing than for failing. Again I'd say that only passing counts as reading, as it would both be consistent with other Tomes, and underline the idea that "a little" information means she didn't take away the key point of the book. Instead, she got a little information out of it, figured it wasn't worth any more of her time and threw it away, losing the opportunity to glean some significant information.
Still, her personaly story doesn't say's "when she passes a Lore check while reads a tome" or something.
Also, I was just thinking about Tony Morgan + Spirit Vessel + Gray's Anatomy combo.
Also, talking about his personal story. I think his fail is more valuable than his pass on this one.

It's all about intent. There's no way she was intended to misunderstand her tomes on purpose and then get an enormous boon.
People don't seem to like Tony Morgan. This might have been FFG recognizing that.

About Tony Morgan: What?
When Kingsport came out, nobody really liked Tony Morgan. They felt his ability wasn't great, and handcuffs weren't enough, or something. Maybe FFG decided to make him better by making both his pass and fail conditions good.
Problem with Tony Morgan is his lack of a weapon. In narrative terms, he's should be a good fighter, but not starting with a weapon makes doesn't help his case. Sure you might luck out and draw one in your starting contingent, but you could make that point about any character.
