what happens when there are more than one dragon scale from different dragon lords on a space and i choose to encounter or are forced to encounter the scales?

reason why there are multiple scales item from dragon deck allows summoning of dragon scales to the space that you land on.

There can only be one dragon scale on a space.

If you must place a scale on your space, and there is already a scale, then you must place it counterclockwise on the next space etc

we also had the card "dragfon spirits" in play

the wording on this card is

Stranger encounter number 4

once per visit, you may either take a dragon scale in this region and place it on this card, or take a dragon scale on this card and place it on any space in

this region that does not already have a dragon scale. The dragon spirits fade to the discard pile if 4 dragon scales are placed on this card.

so to me this breaks the rule of only one scale per space as this specificily states that there can be 4 scales on this card.

so in that case what happens do we draw one card per scale or one card in total and what card? do we ghet to choose what scale we encounter on this space of do we enounter every scale on this space?

Dragon Spirits doesn't break the one scale per space rule, since the scales go on the card, not on the space. When you land on Dragon Spirits you ignore any scales on this card for purposes of drawing dragon cards.
