Creatures & Action Cards

I'm currently running Harrower of Thanes from Black Fire Pass (I'll try and keep this post spoiler-free) and, separating out all the creature and action cards that I'll need for this, I've hit a problem: On his creature card, Mydthroth has one melee action icon. By the RAW in The Creature Guide (p. 8), "The GM can select any action cards of the appropriate type ... in addition to the basic actions to which all NPCs and creatures have access".

By my understanding, this means Mydthroth has the eight basic actions (Melee Strike, Perform a Stunt, Assess the Situation, etc.) and a single melee action of the GM's choosing. So far, so good.

Then we look at goblins. On the goblin creature card, there are no icons at all. Following the above logic, that should mean that all they can use are the basic actions, right? But, as per the Tome of Adventure in the core boxset, they have access to three additional melee actions (specifically, Chop!, Swarm 'em! and Crush 'em Good!). This doesn't make sense to me.

Do goblins no longer have those three actions, or do they count as 'basic actions' for goblins only? If so, how many 'basic actions' does Mydthroth get? One or more? As it stands, he currently seems to have less melee options than a goblin, which doesn't seem right at all.

Has anyone else had this problem? Did you interpret the rules differently? And what actions do I give to Mydthroth to help him tear my PCs apart?

It can seem a bit confusing.

I allow the creature access to both the basic action cards, as well as all the relevent action cards for goblins. I am aware that this gives the goblins a pretty mind-boggling array of actions. Alot of the actions are replacable, (most monsters get at least a race specific 0-recharge attack) and I tend to dispense with active defenses-using aggresion in it's place is an acceptable substitute.

So that would mean a character with an extra melee action symbol for their entry would gain:

All the basic actions.

All the relevant actions for their creature type.

One melee action of your choice.

I hope this helps you make a decision on how you want to run it.
