Some thoughts on Nascent Psyker Elite Advance

Hey there folks, I've been looking around through the various books, and after some thought, I'm wondering:
What do others think of the Nascent Psyker's inability to cause overbleed?

For some comparison...
> Nascent: No power rolls, cannot overbleed
> Imperial Psyker: Require power rolls, can cause overbleed

> N: Unsanctioned, minimal training/practice/experience, effectively death-sentence'd by the Imperium, specifically targetted by Warp-entities
> IP: Sanctioned, years of training/practice/experience, generally accepted w/in the Imperium, may be targetted by Warp-entities

> N: Cause one (or more?) Psychic Phenomena w/ each use of power
> IP: Possibility of Psychic Phenomena w/ each use of power; may be Fettered (if using rule) to eliminate that risk at expense of likelihood of power going off; may be Pushed (+3 dice to the roll) to increase the likelihood of power going off at expense of auto-causing one Phenomena/greater risk of Perils

> N: Power is effectively uncontrollable/subconscious, minimal access to 'benefits'; Psychic Powers are selected randomly, constantly change and Powers may not be available in any given session (particularly for those with a decent WP bonus)
> IP: Power is thoroughly controlled/conscious, full ability to use/access 'benefits' (such as Psy-related talents/skills, use of equipment such as Force Weapons, etc.); Psychic Powers are selected by player, do not change, can be increased in number through XP expenditure and are always available once chosen

> N: In fluff, described as god-like power in the hands of one who has no idea how to control it
> IP: In fluff, described as having far-more limited power with far-greater ability to control it

Since overbleed is basically excess warp energy inadvertently channeled and bleeding into the materium, does it seem a bit off to anyone else that a Sanctioned Psyker (who has been specifically altered/trained to limit/control their access to the Warp), even at low levels, has the CHANCE to have their power 'boosted' in this way, yet the Nascent Psyker - who is basically a channeling point for massive uncontrolled warp energy - doesn't have that same chance?

Initially, I thought it seemed sensible, but upon further thinking I believe the Nascent would have the better chance of having overbleed occur, as they have little/no control over how much warp energy they draw out. I had originally reckoned it was the result of the Sanctioning allowing Imperial Psykers to funnel the power into the greater powers, but after some research it really doesn't sound like this is a controlled instance - the channeling of the excess power is entirely accidental (something one would expect to happen with greater frequency in an untrained/controlled/limited psyker), and the 'funneling' sounds more like an aspect of the power being manifested than of the psyker doing the manifesting (something that shouldn't limit the Nascent's ability to cause this effect).

From a mechanical-standpoint, I can understand why they can't cause this effect (they don't make power rolls), but from a fluff-standpoint I'm thinking it should be within their ability; thus, I'm wondering what others' thoughts are, and if anyone has any suggestions for a functional mechanic for incorporation of this concept.

Also, a few questions regarding the Nascent Psyker:
1.) Does each Power-use cause a single Phenomenon? The wording sort of implies there could be more than one for each power generation, yet provides no mechanic for having that take place.
2.) Are the 1d10-WPB Powers all Major Powers, or are Minor Powers also included in the random selection?
3.) How do you GM's that have allowed Nascent characters handle the random Power selection? I was figuring I'd have to make a list of all the applicable powers and number them, then let the dice do the rest.
