It depends on the spell. Most attack spells can be dodged, but not parried or blocked. However, a few spells simulate or create melee weapons, and as such those can be blocked/parried.

I had interpreted it the same way and separated spells in three types:
- Melee: Treat as normal weapon, but counterspell can still work.
- Direct attacks (your fireball, magic arrows etc...), can be dodged and/or counterspelled. I even let players use Improved Block, but degrade it to standard block.
- Indirect (mind attacks and such), only counterspell works.
