"Challenges" card text in melee, "Any Phase" timing

A few friends and I were playing last weekend and some questions came up regarding the usage of cards with the "Challenges" text in melee games. I usually only play joust with my wife, so I was unclear as to how those cards work.

Our situation played out like this. The Lanni player had Shae ( Challenges: Kneel Shae to choose and kneel a character controlled by a player with more power than you.) and wanted to know when he could use her ability, and if it was possible to use her ability outside of a challenge he was participated. Since I usually only play joust, my first instinct was to say he had to be part of the challenge. But Lannisport Honor Guard seems to dictate otherwise ( Challenges: You may put Lannisport Honor Guard into play from your hand, under control of any opponent. After that opponent wins a challenge in which Lannisport Honor Guard participated, take control of Lannisport Honor Guard.).

My question is, is it possible to use a card with the Challenges text when you aren't participating in a challenge you've either initiated or is being directed towards you?

Finally, my wife plays a Targ dragon deck and I've a Greyjoy deck with the Horn of Dragons. The card has the Any Phase text. If I want to use it during the Challenges phase, can it be used before any challenges have started to take control of a dragon?

In short, just because you are not the attacker or defender does not mean you twiddle your thumbs, do nothing, and stop paying attention to the game.
