Null Rod makes life difficult for psykers in the range of 2d10 m... but when do I roll that? Once per rod? Once per session? Encounter? Round?

I'd say either once per Rod or just set a fixed number. Anything else makes it incredibly hard to predict and thus far less useful, similar to the strangely fluctuating power source capacity of Rogue Trader power armor. You know, the one that could be charged to full twice and, regardless of use, last an hour in one case and four in the other.
