How do you resolve the effects of multiple, identical agendas in a melee game? Specifically, the Kings of Winter agenda requires other players with more than or equal cards to discard one at the end of the draw phase. If 2 or more people in the melee are running this agenda how do you determine the resolution? Are the agenda effects resolved in initiative order until they have all been resolved? If this is the case, no one will be drawing cards and the game is going to be very slow.

There are people here much better equipped to answer your question than I. However, the rules state that the 'first player' chooses the order in which simultaneous effects are triggered.
It's a good point...it just makes for a non-existent game. Each turn you draw then discard all the cards you just drew since you will recalculate your number of cards for each resolution of that agenda. Basically, it ends up with no one drawing anything that they can keep.

Point is, it's a lot more involved than "every player loses 2 cards at the end of the draw phase."
And, you know, someone could make it Summer and suddenly, you are potentially drawing 2 cards at the end of the draw phase.
You're not forced to discard what you just drew, you can discard any card in your hand. Also, depending on how many cards everyone drew and used, you might not have to discard for each every turn. And finally, playing winter in melee makes everyone hate you, because you're going to be a pain for everyone (White Raven reduces income), so you'd need to prepare for 3 on 1 matches. So the chances of having 2 winter decks around a single melee table is very slim.
