On page 94 of the core rulebook, it mentions Chem-Use skill in the crafting section, but I dont see it.

Page 104 - using medicae to craft drugs
In the GM section it tells you that Chem-use has been rolled into Medicae on the skill changes table.

Sure, with the right tools, ingredients and particular recipes. I personally don't allow characters to make more than simple, commonplace items without having obtained the knowledge of how to create those particular complex items.

That is where Trade: Chymist and Scholastic Lore: Chymistry comes into play. If they want to make high end drugs then they need to know their stuff.

You may be forgetting that medieval alchemists could create some pretty high-tech poisons with nothing more than a mortar, pestle, and an alembic. Hell, Japan in the feudal-era. Point being, that if that feral shaman is intelligent enough to delve into the depths of the body and its mysteries and not **** it all up completely, I don't doubt his ability with medicines/poisons.
