Warp Smith/Mark of Tzeench

If you get Psyker Trait/Psy Rating from these mutations can you buy your psyrating up more at that point? i'm assuming you can but if you ever fall out of alignment with tzeench you loose all that hard earned exp.

As soon as you have the "Psyker" trait, you can buy further Psy Ratings. Of course, should you lose the trait, the rating won't do you much good...

warp smith is perm so it would be a better way to go over the mark because it wouldn't go away if you were no longer dedicated to tzeentch

I'm thinking if someone gets a mutation from one of their gods (including warp smith) and then they somehow become unaligned to that god they would follow the same rules for the marks where they would have to roll twice on the gifts of the gods and get the worst of the rolls decided by the GM in place of the mutation they originally got form their god for leaving his path.

Well, I'm not sure I agree with that. The marks, sure, they're clear signs of favor and approval from one of the gods and certainly go away if you lose said favor. But they can also be earned above and beyond merely rolling on the mutation table, and are thus less unpredictable than the other mutations.

For the rest, it feels overly punishing and unfun for the players. If they've managed to score a Daemon weapon, however, chances are they're gonna have a lot harder a time on the next daemonic mastery test without that "aligned to X" bonus, especially if they're not psykers!

Actually warpsmith binds you to Tzeentch. So if you lose your alignment to Tzeentch you lose warpsmith. Not so with the flamer arm, or the deamon wepon, or even a daemonic name. But the mark and warpsmith state that you are bound to Tzeentch.

Reverend mort has it right. I think.

If you already have a Psy rating and you get these mutations/marks does your psy rating get boosted by that number as well so you could potentially go over 10 naturally?
