It seems odd that most items say discard and then either this takes an action or not as the case may be. Medals do not, they just say discard. The example in the text shows this to be an action but it seems odd that many of the discards are taken as no action. I take them as an action unless it states otherwise but it would be nice to have consistency with the wording.
Discard = Action?
FFG's previous ruling have said that if an item just says "Discard" it does not require an action. There are only a few items this applies to, like those that can be excanged for CP. Remember, this must be done during a character's activation.
FFG stated the example (page 19) in the book is an error.

Miah do you mean then that these abilities cannot be used to get reinforcements in a 2CP game mode? Thats new to me...
Reinforcements are brought in at the beginning of the turn before any models are activated. Since in a 2 CP game, you only have 2 CP's at the start, you cannot bring in reinforcements. In other words once a model begins its activation, you have lost the chance to reinforce that turn.

I know, the difference is made when I was made aware that the discard ability can only be used during the activation, If it may be used whenever you want you can use the ability before the activations and hence get the reinforcement. (This can be done for example with completed challenges)
This is in the FAQ, "in a 2CP game there is no way to introduce reinforcments using CP."

NOw this is before the statement was made that you could excange a Challenge Token for 3 CP during the Refresh Tokens Step for 5 CP total, but that may be cahnged as well, and I wouldn't count on it staying that way.
I must admit that I did not think about the challenge token rule. I do not use them so it is not an issue for me. On the surface, you could use them for reinforcements but since there is a clear intent not to have them with a 2 CP game, I suspect Miah is right, although it is anyone's guess as to when there will be clarification from FFG.
Question: The rules concerning Challenge tokens state: "At any time during the game, a completed challenge token may be returned to the box to provide Oksana's team with 3 Command Points." Can I return the token at the start of the turn and use the 3 Points to introduce a reinforcement?"
Official answer: Yes.
I don't see any intent not to have Challenge tokens or reinforcements in a 2 CP here. The answer is quite clear so there's no need for a clarification. I think the possibility to get a reinforcement is the the main reason to even bother about Challenge tokens.
