Reading tomes on street locations with monsters

Recently we had a discussion about the above mentioned topic - is an investigator allowed to read a tome on a street location occupied by one or more monsters before doing anything else?

Let's say i adjusted the movement slider to 4, thus having four possible points of movement. Can i now read a tome (for two movement) without interference from the monsters, meaning no stealth test? I know that you have to avoid or fight monsters once you want to leave the street location, but what is it for the above mentioned action? Does spending movement points for any action (reading a tome as part of a movement action?) trigger the monster or only the movement action?

There is no interference.

You want to read tomes - your choice. You're trying to leave location with monster - you need to make an eveade test.

You're in the same location with monster at the end of movement phase - you need to make an evade test or fight him.

Yes, MNT is right. The only thing you may not do is reading tomes after fighting monsters. Entering combat with a monster makes your movement end. But before entering combat, you can read Tomes, pass items to your pals, and so on
