If I am at a location with a special ability, can I repeat spending monster trophies or gate trophies as many times as i want? e.g At the Science building can I spend **two** gate trophies to gain **four** clues?

The wording is pretty clear. It's not "for every 5 toughness worth [...]". One encounter, one trade. If you want to trade more, you have to stay there for another turn (or several in a row, depending on how much you want to invest)
