If my opponent is running Ser Ilyn Pain, and I have two Arya (Tourney for the Hand) in my hand, is it possible to play her and attach the copy before Ilyn kills her?

I am pretty certain attaching duplicates is considered a Player Action just like marshaling characters.

Sadly, no. You could play Arya as an action, and then it is your opponent's turn to take an action before you get another chance. Playing a duplicate is another action.
