I have a doubt concerning the horror tests, in the manual says that the monster's horror rating is the blue number at the TOP of the monster's token. However, right next to this, there's a picture of the number at BOTTOM of the token.

So, I'm a little confused, which one is to be used?

It is the bottom one. A cultist is not scary but difficult to escape. Zombis are the opposite.
