While building a character with the "Warp Sense" talent I was under the impression that its text, "Psyniscience tests can be made as a free action rather than a half action" applied to the precognition, glimpse, and prenatural awareness psychic powers as all their focus power tests were half action psyniscience tests. However, upon reading the Psyniscience entry in the Skills section I noticed that it lists a Psyniscience test as a full action. I'm inclined to say that the Skill section is probably a typo and that psyniscience tests are a half action since both the talent warp sense and the three spells I previously mentioned indicate it is a half action. If anyone can lend some insight into which portion of the book is correct and if I'm correct in assuming that warp sense will reduce the spell's action length from half action to free action it would be much appreciated.
Psyniscience
The talent is correct, the Psyniscience skill test should be a half action. The talent also doesn't apply to Psychic powers, as those are Focus Power tests, some of which happen to use Psyniscience, rather than an actual Psyniscience test.
Ah I figured that it was the talent that was correct, but I did indeed overlook that a focus power test is a completely different test from a standard skill check. Thanks for the clarification.
Another thing.
Can Mastery (Psyniscience) talent be used to manifest divination psychic powers? Do we have to roll to check if we roll doubles and phenomena happens anyway (seems logical)?

Skill Test vs Focus Power Test (that happens to be based on a Skill). Two different things.

So yes. Mastery affects a skill, those powers are modified by a skill. Anything that modifies the skill is going to modify the roll for the power.

Mastery lets you automatically succeed on a Skill Test. A Focus Power Test, even if based on a Skill, is not a Skill Test.

Oh, I was under the impression that mastery gives an additional +10 to the test. Maybe I'm thinking another talent.

No, that was 'Talemted" in Dh. I don't think it's there anymore, instead we can train skills to +30. So it's cleared, and I have to look for some other strange rule to exploit.
