On some of the crisis cards it gives you the option of discarding cards. i.e. current players discards 3 president discards 2 or something like that.

Can you take this option if you can't fulfill the requirements of the card? Meaning the president has no cards at the time, can we take this option?

The short answer is no, you aren't restricted by the number of skill cards in your hand when it comes to making a choice on a crisis card. You can pick any option even if you have no skill cards to play with.
