Then he should read page 20 of the rulebook again (the part about keywords, including "Limited"). It's even only 1 each round (though it doesn't matter, as there is only one phase during which you can play limited cards). Note that you can place 1 Limited card during setup, then play 1 on your first turn. Limited Responses are also one per turn (you can't use 2 different ones either), but they're not on the same counter, so you can play a Limited card and use a Limited Response in the same turn.
That is correct, but you could use a put into play effect to get a 2nd limited card into play in the same Round. Although this isn't particularly likely, it can happen so maybe it ought to be mentioned. The relevant section of the FAQ (4.4) even mentions Limited locations:
"Put into play" effects are not considered to be
"played." Similarly, when a card is "put into
play," it does not trigger any "when played"
effects, and vice versa. Both, however, would
trigger effects that occur when a card "comes
into play” or “enters play.”
"Put into Play" is a game mechanic that
bypasses all costs (including all gold penalties)
and play restrictions.
For example: Bran the Builder's Legacy
(CORE S159) lets you put into play a location
of printed cost 2 or lower. You would not need
to pay the gold cost to bring the new location
into play, and you could bring in a limited
location even if you had already played a
limited card that turn.
