Neutral Faction + Brotherhood without Banners + Hollow Hill?

I'm really interested in building something with Brotherhood, and wanted to confirm that if I play:

Neutral Faction house+

Brotherhood without Banners agenda+

and hit Hollow Hill location

Then all of my characters have zero gold penalty while I have no power on my house? Allowing me to play all of the various affiliated Brotherhood characters without a care?

Without a gold penalty at least -- you are correct.

It also lets you play all the refugees for free and draw a card when you do.

For the draw, you need to play an affiliated refugee (there's a neutral one) whose affiliation is not on any card you already control (and there's the draw cap to consider). But they're all free indeed.

It's my understanding that neutrals have *no* house affiliation. So when Hollow Hill says "After you play a character with an affiliation that does not match", since neutrals have no affiliation, it can't match or not match. Does that make any sense? Basically there's no way to trigger Hollow Hill with a neutral character, regardless of what you may have in play.

Neutral characters don't have a gold penalty anyway, that of which is all Hollow Hill can reduce.

Note that if you have neutral cards in play when you play a non-neutral card, the inability to compare the new, affiliated card to the neutral cards will not stop you from triggering Hollow Hill after playing the non-neutral card.

No, I was saying there is a neutral refugee, so you need to play one of the others to draw off Hollow Hill.
