My players attacked sir lord Farrow in a city to stop the siege. How do i make the encounter? in a dungeon? in the forest tiles? or without tiles? (probably not)

You make it exactly the same way you always make LT encounters. The fact that the node you're on is also a city changes nothing.

For all outdoor encounters involving a combat, a location card is drawn. In RtL, they feature forest tiles. In cities, the combat also happens outdoors because since a Lieutenant is sieging a city, he or she is outside of the city (i.e. outdoors - you don't siege a city from inside its walls!).
The Lieutenant encounters are described on page 16 of the RtL pdf rulebook.
