OOH Card Penalty

I know that there is a penalty to "play" an OOH card of 2 gold. Is there any penalty associated with "putting into play" an OOH card? If there is no penalty for that mechanic, is there any argument not to include a few OOH cards in every deck?

Core Rulebook for "Setup":
Cards af?liated with a different House (than the House you are playing) cost 2 additional gold to play (this is called a gold penalty, see page 11).

Core Rulebook for p11
If, during marshalling, you wish to play a character, location, or attachment that is af?liated with a different House, the gold cost to play that card is increased by 2.
AND
When a card is “put into play” by an effect, it bypasses all restrictions, including paying any gold cost or penalty.


So you can use ways to put a character into play, although many of the handy ones are "house X only" (eg, Catelyn Stark, Khal Drogo etc), You can get some decent mileage out of "ambush from the plains".

However, when placing cards during setup or playing them normally in marshalling, you have to pay the OOH gold penalty.

that is what i thought. i think it would be worthwhile to include one or two OOH cards in each deck that synergize the decks theme so long as that deck has abilities to 'put cards into play'.

There's only few "put into play" effects available, and not all are useable with every card. And even if you have one in your deck, you might not have it available when you need it. So people usually don't put OOH cards into their deck unless that card is a major boon to that deck and they have ways to afford them (lots of gold, certain reducers, the Alliance plot).
