Minion Loyalty

Page 137 says that a minions loyalty is always equal to your Fellowship.

A character sheet I've downloaded seems to also add the number of talents to the loyalty score.

Is there any other way to increase loyalty? Forcing every single PC to buy up a lot of fellowship just to control their minions seems a tad silly.

Minions are under almost perfect control when the character is present, it's only when they're isntructed to do something that runs counter to their nature or when they're left to their own devices that you roll for loyalty.

Losing the loyalty test doesn't mean your character completely fails to do as instructed, just that the GM takes control and the GM can decide that the minion will still succeed at that assassination, but neglect to police his casings, or succeeds but gets caught, etc etc.

The only really silly thing would be if minions acted with unerring obedience every single time, and a character with low Fellowship simply doesn't inspire as much loyalty as the Slaaneshi demagogue who sweeps entire hab blocks into frenzied ecstacy with the power of his words.

Low Fellowship chars can have minions obey just fine, you just need to keep their natures in mind when roleplaying them.

Whereas, say, a 60 starting fel + 20 advance + 20 demagogue and air of authority can have any minion do anything, no matter how suicidal -- or blatantly out of character it is. The latter is particularly entertaining.
