Monster surge and outskirts

Lets say I have an outskirt limit of say... 6

Lets say that I have 7 gates open on the board.

There are as many monsters in Arkham as there can be.

There are already 5 creatures in the outskirts.

I draw Mythos card

I have a monster surge, adding 7 more monsters

Flavor text adds 2 more monsters.

How many terror level increases result from outskirt overflow?

Do the 7 new surge critters as well as the 2 flavor text critters add all at once to the 6 critters already in the outskites for one big overflow and 1 raise in terror level.. leaving an empty outskirts?

Do I put 2 of the surge 7 in the overflow.. spilling it, upping the terror level.. then putting in the remaining 5 and the 2 for flavor text making another spill?

Sounds like a 2-investigator game to me!

The monsters essentially get put one at a time. So:

1) A monster surge occurs. Seven monsters emerge from the seven open gates.

Monster 1 goes to the outskirts. Outskirts is now at its limit.
Monster 2 goes to the outskirts. The outskirts limit is exceeded; the outskirts is emptied and the terror level increases by 1.
Monsters 3 through 7 all go to the outskirts; there are now 5 monsters in the outskirts.

2) You move the monsters that need to be moved, place the clue on the new location (if there's no gate there), and then you're ready to do the Mythos action.

3) Both monsters spawned by the Mythos effect go to the outskirts, one at a time. The outskirts reaches 7, empties out, and the Terror Level increases by 1.

I'll assume your number of '6' refers to a game with two investigators, i.e. Monster Limit is 5, max. # gates is 8.

This means you have five monsters in Arkham. First you resolve the gate/monster placement, so the monster surge would add seven monsters to the outskirts, raising the terror level by one and you again have five monsters in the outskirts. Then you resolve monster movement and place clue tokens (if applicable). Finally you resolve the card text and have to put another two monsters in the outskirts. Thus, the terror level is increased by one again and you end up with zero monsters in the outskirts.

I.e. the terror level is raised twice, since mythos cards are resolved in several distinct steps.

I am coming up with 2 terror level increases and Zero monsters in the outskirts when it is all said and done as well.

"Outskirt limit" is the same thing as "maximum monsters in outskirts." it is a legit phrase that actually means something.

What I meant is that it would have been a lot easier to answer the question if Negalith had mentioned that the example was for a two-player game.

As it was I was unsure if outskirt limit was meant to refer to the maximum number of monsters that can be in the outskirts or the number at which they get removed.

Gotcha! Yeah, I wasn't sure if it was a real example or pulling out random numbers. But it all looked legit with a 2-invstigator example once I looked it up.
