Because this character can trigger his response off of his own playing, am I correct in the thinking that I can then cycle that response as many times as I would like until all opponents are empty handed?

No, you may only trigger the Response ability of a card in play once for each time the trigger condition is met. (See 2.4 in the FAQ).
Also look at the fact that by using its own title in the ability, the card refers only to itself. When you play copy #2 of the Steward, you may not trigger the Response on copy #1 that is already in play.
