Ok, so the dragon bracelet gives you a strenght of 7 (even if your strenght is higher). you can not count any bonuses from objects, followers, spells or special abilities................ BUT, can you use the dragon scales??

Yes because Dragon Scales add to your attack score, not your Strength!
