During the 'Action' phase, every player at some point must play a strategy card, do you use a Command token up doing this please? If so what happens if for some reason you forget and don't have any left?

You do not use a command counter to take your Strategic Action(s). This is because you never need to activate a system to play a Strategic Action. You also do not use a command counter when using a "Play as an Action" action card.
