I can't find the answer to this:
What happens if I play The Guzheng to a character my opponent controls while he has The Altar of the Blessed in play? That character's skill is now 0 or 1?

I'm pretty sure it's still zero. A similar question came up about Palpable Unhappiness in the following thread:

Basically, setting the skill to 0 overrides any skill boosting cards or skill reductions because of this:
(v1.0) Multiple Lasting Effects
Even if not triggered at the same time,
multiple lasting effects may affect the
same card at the same time. The order
in which the lasting effects take place
is irrelevant – the net sum result of all
lasting effects is applied to the card.
There is one card (that I know of) that works differently:
Called To The Sea:
Action : Until the end of the phase, each character in play gets -X skill, where X is its printed skill.
If no skill bonuses or skill reductions are in effect, this effectively also causes the skill to be set to zero. But in contrast to The Guzheng and similar cards it allows the skill to be increased or decreased by other effects.
But that's just how I think it works.
