Martial Law

Is a martial law check made if an investigator does not move but chooses to remain in a non-gate Innsmouth location? The rules state "ends his movement" instead of "ends his movement phase". In this case, there is no movement.

I'm 99% sure that the answer is yes. If you want, you can wait for someone to provide a 100% answer though ;')

That's my guess. The Martial Law check is like the Patrolled Neighborhood check is like the "avoid monsters" check. You have to make it whether or not you move.

Seconded. I'd say read the "ends his movement" sentence as "doesn't move any further". If you decide not to move, then you don't move any further from the place where you stay. Then roll.
