1. Yes, the patrol wagon can move to ANY space. Aquatic has no relevance in the patrol wagons movement. It is still restricted by special text on certain locations, however. The patrol wagon cannot be used to move directly to Devil Reef, Y'ha-nthlei, or any Kingsport Head locations (The Causeway, Wireless Station, and Strange High House in the Mist).
2. Yes, if a monster is in an aquatic location and its dimensional symbol comes up on a mythos, then it will move in one of two ways. If there is an investigator in another aquatic location ANYWHERE else on ANY game board, it will move directly to that investigator. It is possible for this monster to move a great distance to reach that investigator, eg: from Y'ha-nthlei to Unvisited Isle. If there are two or more investigators in aquatic locations, then this monster will move to the location that contains the investigator with the lowest Sneak value. If there are no investigators in an aquatic location, then this monster will move like a normal (black) monster. This means that if it is in Devil Reef or Y'ha-nthlei, and there are no investigators in aquatic locations, then it will move into the vortex, adding an Uprising token to the Deep Ones Rising track. If the aquatic monster is not in an aquatic location, it will move as a normal monster.

Also a little thematic clarification: The only aquatic locations, that are not part of the mainland are Devil Reef, Y’ha-nthlei and the Unvisited Isle.
Given its tendency to break, one can only assume that it is built entirely from balsa wood and therefore unimpeded by water.
Maybe the investigator parks the wagon at the shore and rows out (it's an island in the middle of a river. Not hard to get to).
