What happens if I'm playing Neutral House and someone reveals Spending the Winter Stores? Do I get to search for a neutral attachment or am I out of luck?

You're out of luck.
From the FAQ, page 10:
"Some cards (such as neutrals) have no House affiliation."
More to the point, when you are playing "Neutral Faction," you have no House affiliation. If you have no House affiliation, nothing - not even neutral cards - are "in-House." So there is not an attachment in the card pool that meets the "in-House" restriction on Spending the Winter Stores for the Neutral Faction House card.
