Lieutenants and Outdoor Encounters

I'm still feeling my way through our first RtL camaign and have a few questions.

1.) If the Lt. and heroes both start a week in the same city can they attack each other? If they can and the Lt attacks the heroes does he still add a siege token or roll to raze the city?
2.) If the Heroes flee do they remain in the city?
3.) If they do remain in the city can they then train on their turn?
4.) If the Lt. is killed or he flees and there is another Lt. that is one trail away who has not yet been activated can he move into the city so that the siege tokens that have accumulated won't go away at the start of the next week?
5.)If there are two Lts in a city do you add 2 siege tokens at the start of a turn? Do you get two rolls when trying to raze the city?
6.) The rules say that the OL gets one threat per hero per turn. Does this mean as the heroes die they OL gets less threat since they cannot retrun to the encounter?

1) Yeah, they can attack each other, but it counts as a Move action. Thus, the LT cannot add a siege tokens and the heroes cannot Train (but they may Visit)

2) An Lt. encounter has the same rules for fleeing as an overland encounter: the heroes don't lose their position on the overworld map.

3) If the heroes challenged the Lt. they cannot train for the rest of their turn after fleeing. If the Lt. challenged the heroes, they can train on their turn after fleeing, but if they train, they cannot challenge the Lt.

4) Yup. Siege tokens are only discarded at the beginning of each game week if an Lt. is not on a city.

5) Each Lt. can add a token; that counts as that Lt's turn for the week. Siege rolls are 1 per city (with siege tokens > defense) at the start of the game week; it doesn't matter if you have 1 or 5 Lt's on the city getting sieged.

This doesn't really have an official answer. You can play it both ways: one per hero on the board is easier for the heroes, obviously.
