A mythos card states that 2 monsters appear Downtown & Miskatonic University streets. The monster limit will be reached with the placement of the 1st with the 2nd one destined for the outskirts. Can the 1st monster be placed on either street? Thanks.

Personally I'd say you choose, because the card says "and" and not "then."

yeah I would say treat it as a monster surge and choose which gets the monster then draw the monsters.

yeah. you'll know that the monster limit will be reached, and thus can plan for "random monster at.. hmmmmm... this!" before seeing any of the monsters. and it'll be natural as that's how we treat monster surges anyways.
