If your sanity & your stamina are exactly the same, can you use the scales for a +1 skill bonus?

yes if you exhaust the scales to reduce your Sta to San or vice versa and they are both equal the reduction is 0. The scales are then exhausted and provide the bonus until you gain or lose San or Sta. Least thats how I play it. .
