The Mono Attachment makes it as a spear, but it has the Mono quality, so isn't a true primitive weapon. What Talent do you use then? The Arch Militant starts off with Melee Weapon Training Universal (but not Primitive unless that's an error), would that qualify to use the Mono Attachment/spear?

RAW say no.
If you have a melee attachment and its primitive even mono'd the attachment is still primitive. It just loses the primitive quality when dealing damage.
So unless he has melee weapon training (primitive) he'll be at a penalty when using it. A lot of people will suggest if he starts with universal then melee primitive being kicked in as a freebie by the gm makes a lot of sense but its up to the GM.
This is something I was initially confused by as well especially since the rules state a unpowered powersword becomes primitive when wielded. The short answer seems to be if it doesn't fall under one of the specific weapon classes it is either exotic (in a class of its own) or primitive.

Thanks, the only remaining issue then is whether or not Primitive Weapon Training is included in Universal Weapon Training, and RAW says no, but IMO logically if you can use such complicated and dangerous weapons as a Chain or Power weapon you should be able to handle the basics of a spear or other primitive weapon.
Nearly every explorer can buy melee weapon training(primitive) for 100xp or 200 xp, as a rank 1 talent thus everyone can start with it if, they want it or skip it if theyre certain never to be caught without atleast theyre trusty chainsword by there side.

Does that mean it should be given to them for free? Probably not, but offering it at rank 1 for 100xp to every career should remedy the issue. If they want it its there if they don't they can't complain about not having had access to it later.
