Scatter and multiple hits

So I'm running across a problem in my campaign, one of my players requsitioned a automatic shotgun and we could not agree on how to handle the multiple hits part of scatter and semi auto burst and how to dodge it.

Now the "Scatter" quality gives one additional hit for each two degree of succes if on point blank range, acording to the multiple hit rules.

Q1 can these hits be allocated to other targets within 2m, and so what if they are outside point blank range?

Q2 The total number of hits, assuming semi- burst and 4 additional degrees of success would be 2 (scatter) +3 (semi burst) correct?

Q3 In order to dodge the above attack would the target need 3 degree (all the Semi Burst shots) or 5 ( alle the hits)?

Q1 Depends on the GM, I beleive you have to designate targets before pulling the trigger. You can't target multiple oppenents if some are more difficult to hit and scatter only effects those in point blank range.

Q2 Semi-auto and scatter have the same rules for additional hits so they will add equally (no maximum on scatter). So you would have your intial sucess, 4 more degrees of success would be +2 each. So if the burst was at least 3 shots you hit 5 times.

Q3 5. All hits.
