Kerrigan, when using any zerg combat card can attack only ground with the major attack/defence values right ?
But, when using psionic storm as well, can attack ground/air, right?

no. Kerrigan can only attack the ground. If she is supporting an air unit and uses psi storm then the air unit gets the bonus but kerrigan would not provide support.
No. But if there is a ground unit as Supporting unit, she will most certainly exceed the health of the FLU, thus killing the supporting ground unit and then splash applies.
