Can you play it without 4 cards in your discard? Why or why not?

Yes. You can. Because despite one effect returning all 4 cards, the game's mechanics count it as 4 separate cards, taken individually to hand. For example, if there was a Response that said "after you return a card from your discard pile to your hand...," Prince's Plans would create 4 separate triggers because of each individual card returned.

Think of it this way: if you have already drawn a card this round, can you play an effect that says "draw 3 cards" and just draw the 2 you'd get before hitting the draw cap? Or if you had only 2 cards in your deck, could you play an effect that says "draw 3 cards" to draw the 2 cards you'd get before your deck runs out? Same idea here with Prince's Plans.

Also keep in mind that the Prince's Plans will not be in the discard pile until just before the action window closes, so it will not come back to your hand. I know it's not part of the question, but throwing it out there, just in case.

Also note that with the newest erratum making it deathbound, Prince's Plans will not hit the discard pile after being successfully resolved, but the dead pile, so even a later one won't return it to your hand.

another question: and if you have Pyre of the false God in play, what goes first: deathbound and go to the dead pile or POTFG and go to bottom of the deck?

I think that those are both passive effects, shouldn't in this case the first player choose which trigger first?
