At the Gates

When revealed, if you have no City plot cards in your used pile, search your deck fro a Maester character of printed cost 3 or lower, and put it into play. Then, shuffle your deck.

Q1: Can I use the plot just for shuffling my deck when there is no maester in my deck?

Q2: Can I search and reveal nothing when there are some eligible maesters in my deck? for the opponent plot is Wildfire Assault.

I'm not expert I'll give it a try:

A1: No, because the "then" keyword for the shuffle action means that the action before must have been successfully completed. So you can only shuffle if you have successfully put a cost <= 3 maester in play.

A2: There is no "You may put that character in play". You actually must put someone in play, if you have a possible target. But the timing of when revealed plot do not happens simultaneously. Initiative is determined (and so the First Player), then he determines the order of the effects of the when revealed plots. So if your opponents must use wildfire assault before you, that will not affect your at the gates. But it would be a really bad play from your opponent, considering Init 4 vs init 1 :-D

Not correct. The rules tell us that anytime you search your deck, you must shuffle it afterwards (FAQ 1.2). So here, the second sentence is really only a reminder, not a card effect.
