Been a while since I ran Damned Cities.
The map on page 14 shows districts labeled from I to XIII, but the following are not described in the text of the gazeteer:
II, IV, VIII, IX, XI and XII.
My players traveled through section VIII, and I just winged it as an industrial area with manufactorums and such.
