Creature Action Cards Selection

Quick question:

As a GM, when establishing a monster for an encounter - what cards does it have access to? The rules seem unclear. It appears they get all of the same basic cards that characters do (melle strike, ranged shot, assess the situation, etc). If they have an icon on the creature card they can pick a card for that, right? Is that all? Why, for example, is there a card that allows "ungors and gors" to use it and yet those creatures do not have a card icon - how would that card ever be used on an ungor?

Most creatures (if not all) have access to at least one basic (with the Basic attribute) action card (these are separate from the symbols on the creature card - which denote additional action cards that may be used by the creature).

For example: Beastmen - I believe that "Savage Strike" is the basic card. There may be more than one basic. It's not clear to me that all creatures get the same basic action cards that heroes get - but this is easily house-ruled to taste.

The remaining question is - which other actions do you choose for a creature with symbols on it? The beauty of the system is that you can choose action cards that have certain creatures attributes (if you're going for theme) - but you can choose whatever you want for an off the wall encounter. Imagine an intelligent beastman with "Insulting Blow". He mutters gutteral remarks at the heroes to throw them off balance while slashing at them with his improvised machete.

All enemies have access to the standard Basic actions. In addition, they will usually have access to the Creature Action cards that list them or their "archetype" as a requirement: ie "Beast", "NPC", "Greenskin", "Goblin", etc. As a GM, I pre-sort my foes and look through the Creature Action cards ahead of time and pull out all that relate to the NPCs I'll be using that adventure.
